Local Authorities

We work with local authorities to improve the communities we live, work and play in.

Our Experience

Providing vital infrastructure support to local authorities

Across the whole of England, there are over 300 local authorities (not including the town and parish councils). There are five main types of local authorities: two-tier county and district councils, London borough councils, metropolitan district councils, and unitary authorities.

The local authorities are responsible for a range of vital services for people and businesses in their defined areas. Their services cover a broad range of things concerning roads, traffic, planning, housing, economic and community development, environment, recreation and amenity services, fire services and maintaining the register of electors.

McCann’s have worked with local authorities and their agencies, offering all our services across England on projects from full car park refurbishment to street lighting term maintenance contracts. By working closely with the councils, we can future-proof sites, improve community experience, increase the overall aesthetic of their public spaces, create modern and accessible facilities, and support with local economy and tourism.

This combined expertise enables us to integrate effortlessly with local councils and support them in their legal duty to manage, maintain and improve the road network.

Social Value

Putting the
people in our
communities first

Throughout all our projects for local authorities, we support the local economy, businesses and communities within our social value initiatives. Where possible, we chose local hospitality spend, utilise local businesses within our supply chain, and push for local hiring, including apprenticeships, during all projects.

Our experienced team of McCann employees frequently undertake careers fairs and mock interviews for local schools and colleges, actively promoting careers within the construction and civil industry and supporting the future leaders. As well as donations to support Outdoor Play and Learning (OPAL) schemes within schools, and volunteering and donations to local food banks.

Innovation

Innovation
for safer
communities

McCann delivers smarter, safer, and more sustainable infrastructure solutions for Local Authorities through innovative technology and integrated engineering services. From Traffic Adaptive Lighting and LED Smart Crossings to Operation HALO safety units and MUBE solar and wind powered living plant columns, our solutions help local authorities improve public safety, reduce energy costs, lower carbon emissions, and enhance public spaces.

These innovations are supported by connected digital systems, including asset management software, AI WorksManagement, MIMS, and live Power BI dashboards, providing one shared source of real-time information.

Environment

Supporting local authorities on the path to net zero

By reducing carbon, cutting energy use and improving long-term efficiency through infrastructure solutions, we are supporting local authorities in achieving their net zero goals. Low-carbon materials such as ReCO₂, a Type 1 aggregate alternative, help reduce embodied carbon while maintaining quality and programme performance. CMS dimming, trimming and adaptive lighting reduce operational energy consumption and emissions, supporting smarter, more efficient streetlighting networks. Our electric fleet, renewable-energy welfare units and modern equipment further reduce fuel use and carbon output across projects. We deliver integrated EV charge points into lighting columns, helping councils expand low-carbon transport infrastructure and accelerate the transition to net zero communities.
